Circular 19/2024/TT-BGDDT stipulates the list and the timing for periodic rotation of work positions within the scope of management in the field of education and training at local authority in Vietnam, encompassing a total of 07 categories as follows:

(1) Admission and training management in public schools.

(2) Allocation of quotas, admissions management for educational institutions in the national education system; allocation of postgraduate training quotas and overseas training quotas at agencies, units under the management authority of local government.

(3) Appraisal and approval of training, retraining programs of educational institutions in the national education system.

(4) Appraisal of local educational materials, teaching materials, curricula, teaching aids, and other technical equipment for teaching and research.

(5) Appraisal of dossiers for the establishment and permission for educational activities of educational institutions within the national education system under management scope.

(6) Management of projects in the field of education and training.

(7) Allocation and appraisal of scientific research topics in the field of education and training.

The period for periodic rotation of work positions in the field of education and training is from 03 (three) years to 05 (five) years. The time for calculating the rotation period is when there is a written dispatch, arrangement, or assignment of tasks by a competent authority according to legal regulations.

Circular 19/2024/TT-BGDDT does not apply to vocational education. It only applies to officials who do not hold leadership or management positions and public employees directly interacting with and solving work within agencies, organizations, and units under the management scope in the field of education and training at local authorities.
