On October 20, 2023, the Minister of Construction issued Circular 10/2023/TT-BXD on guidance on leadership and management job positions and specialized professional titles, structure of public employees according to professional titles in public service units in the construction sectors and fields in Vietnam.

List of job positions in public service units in the construction sectors and fields in Vietnam

Guidance on the list of job positions in the construction industry and field includes:

- List of leadership and management positions in public service units in the construction industry and field specified in Appendix 1 attached to Circular10/2023/TT-BXD.

- List of job positions with specialized professional titles in public service units in the construction industry and field specified in Appendix 2 attached to Circular 10/2023/TT-BXD.

Job description and job position competency framework

- Job description and competency framework of leadership and management positions specified in Appendix 3 attached to Circular 10/2023/TT-BXD.

- Job description and competency framework of specialized professional positions specified in Appendix 4 attached to Circular 10/2023/TT-BXD.

- The capacity framework and levels of job positions are specified in Appendix 5 attached to Circular 10/2023/TT-BXD.

Principles and bases for determining employment positions in the construction industry and field

- Principles for determining guaranteed employment positions as prescribed in Article 3 of Decree 106/2020/ND-CP on employment positions and the number of people working in public service units.

- Basis for determining guaranteed job positions as prescribed in Clause 1, Article 4 of Decree 106/2020/ND-CP.

- Job positions are adjusted in accordance with the organizational structure, functions, and tasks between agencies, organizations, units, and management levels according to the provisions of specialized laws; Agencies, organizations, and units are responsible for arranging, managing, and effectively using the number of assigned workers according to job positions, ensuring the implementation of the goal of streamlining payroll according to regulations.
