List of job positions for professional civil servants specializing in ethnic affairs in Vietnam

The list of job positions for professional civil servants specializing in ethnic affairs in Vietnam is as follows:

- Senior expert on ethnic affairs (central level);

- Main expert on ethnic affairs (Central level, provincial level);

- Specialist in ethnic affairs (central, provincial, and district levels).

Principles and grounds for determining the job positions of professional civil servants specializing in ethnic affairs in Vietnam

Job positions for professional civil servants specializing in ethnic affairs are determined on the basis of principles specified in Article 3 of Decree 62/2020/NĐ-CP.

The basis for determining the position of a professional civil servant specialized in ethnic affairs shall comply with the provisions of Clause 1, Article 4 of Decree 62/2020/NĐ-CP.

Professional civil servants specializing in ethnic affairs are civil servants who advise and perform the following groups of tasks: Research on ethnic issues and ethnic policies; formulating ethnic policy making; synthesizing ethnic work and ethnic policies; managing and organizing the implementation of policies on ethnic minorities and ethnic affairs; propagating and mobilizing the implementation of ethnic policies; monitoring and grasping the situation in ethnic minority areas, mountainous areas; and other tasks related to the branches and fields of ethnic minority affairs according to their assigned functions and tasks.

Circular 01/2023/TT-UBDT takes effect as of September 15, 2023.

The case of civil servants holding the rank of civil servant higher than the rank of civil servant as required by the job position specified in Circular 01/2023/TT-UBDT will be reserved until new guidance on the salary regime as prescribed.

For civil servants holding a lower rank, the regulations and guidance of the Government, the Ministry of Home Affairs, and the regulations of competent authorities shall be followed.
