List of administrative procedures eligible to be carried out through wholly online public services in Vietnam

The Ministry of Natural Resources and Environment of Vietnam has announced the list of administrative procedures under its management eligible for full online public service provision in Vietnam, including:

(1) List of administrative procedures eligible for full online public service provision at the central level: 41 procedures (details in Appendix I).

Examples include:

- Issuance of a biosafety certificate for genetically modified plants.

- Authorization to transfer genetic resources abroad for educational and research purposes without commercial intent.

- Registration for access to genetic resources.

- Registration for access to genetic resources.

- Extension of the permit to access genetic resources.

- Approval for the linkage to transfer hazardous waste not included in the Environmental Permit.

- Registration for transboundary hazardous waste transportation (Approval for transboundary hazardous waste transportation registration under the Basel Convention on the control of transboundary movements of hazardous wastes and their disposal).

(2) List of administrative procedures eligible for full online public service provision at the provincial level: 19 procedures (details in Appendix II).

Examples include:

- Temporary suspension of the groundwater exploration permit, water resource exploitation permit.

- Return of the license for medium and small-scale groundwater drilling practices.

- Soliciting opinions on the plan for artificial groundwater recharge.

- Soliciting opinions on the results of the experimental operation of artificial groundwater recharge.

- Calculation of the water resource exploitation fee for domestic water supply projects that have been in operation and have been granted a water resource exploitation permit but have not yet had the exploitation fee approved.

- Re-issuance of the license for medium and small-scale groundwater drilling practices.

- Return of the groundwater exploration permit, water resource exploitation permit.

More details can be found in Decision 3290/QD-BTNMT, which comes into force in Vietnam from October 14, 2024.
