List and periodical reassignment periods in the Ministry of Health of Vietnam from April 15, 2024

On March 1, 2024, the Minister of Health of Vietnam issued Circular 01/2024/TT-BYT stipulating the list and periodical reassignment periods for officials without leadership or management positions within units under the Ministry of Health of Vietnam and under management within the local health sector.

To be specific, the process includes receiving dossiers, handling, and submitting them to the competent authorities for decisions: new issuance, reissuance, adjustment, revocation, extension, modification, supplementation, publication of various types of licenses, registration papers, certificates, confirmations, credentials, and dossier receipt numbers; issuing lists, programs, and documents within state management fields related to health, including:

- Preventive medicine;

- Medical examination and treatment;

- Pharmaceuticals, cosmetics, traditional medicine;

- Food safety and nutrition;

- Medical equipment;

- Health insurance;

- Science and technology;

Additionally, the periodical reassignment period for positions and the reassignment of positions in special cases are regulated as follows:

- The periodical reassignment period for positions ranges from 02 to 05 years depending on the specifics of each position. The time for reassigning positions is calculated from the date the decision or official document assigning the position takes effect. Decisions and documents assigning positions issued before this Circular takes effect will be considered to calculate the duration of holding that position.

- For units with only one position listed for periodical reassignment, where this position requires specialized skills differing from other positions in the unit, the unit must report directly to the higher authority. The reassignment plan will be developed by the head of the higher authority.
