Below is an important point specified in Decree 144/2020/ND-CP regulating performing arts activities in Vietnam.
The prohibited acts in performance arts are specified in Article 3 of Vietnam's Decree 144/2020/ND-CP, including:
Distorting history, independence, sovereignty and territorial integrity of the Socialist Republic of Vietnam; infringing national security; denying revolution achievement; offending leaders, national heroes and historical figures; damaging national integrity; offending religions and beliefs; discriminating; violating legal rights and benefits of organizations and individuals.
Inciting violence, spreading wars of aggression, inciting conflict between ethnic groups and nationals of other countries, impacting diplomatic relationship.
Employing outfits, languages, sound, visual, movements, media or methods which go against tradition or affect moral, health and psychology of the general public negatively.
Thus, according to this regulation, it is no longer prohibited for organizations and individuals to perform and organize art performances "using phonograms to replace the real voice of a performer or to replace the real sound of a performing instrument" as previously prescribed at Point d, Clause 2, Article 6 of Vietnam's Decree 79/2012/ND-CP.
More details can be found in Vietnam's Decree 144/2020/ND-CP, effective from February 1, 2021, replacing Vietnam's Decree 79/2012/ND-CP.
