Level of expenditure for transferring educational subjects from communes and wards to their places of residence in Vietnam

On December 30, 2022, the Minister of Finance of Vietnam issued Circular 82/2022/TT- BTC on regulations on content and expenditure levels from the State budget to implement the regime of applying measures to handle education administration in communes, wards and townships.

According to Vietnam's Circular 82/2022/TT-BTC, the content and expenditure levels for transferring educational subjects from communes, wards, and townships to their places of residence or to social protection establishments are as follows:

- Expenses for the object's support during the journey:

+ A food fee of 70,000 VND per day per person, not to exceed three days;

(Currently, it is 40,000 VND per person per day, and there is no limit to the maximum number of support days)

+ Room rental (if any) at the rate specified in Vietnam's Circular 40/2017/TT-BTC.

- Paying for or hiring transportation to transport the subject to his or her place of residence or a social protection establishment.

- Expenses based on the prices of popular public transportation in the area;

In cases of arrangement by means of agencies or units, the support level is equal to 0.2 liters of gasoline per km, calculated according to the administrative boundary distance and gas price at the time of transportation.

(Currently, costs are based on mileage and actual fuel consumption)

In the case of renting a car from outside, the rental price is determined according to the contract agreement and is consistent with the price in the area at the time of rental. The heads of agencies and units are responsible for deciding on the arrangement of vehicles and outside car rental to ensure thrift and efficiency;

- Travel expenses for individuals assigned the task of transferring objects: The content and level of expenses are as prescribed in Vietnam's Circular 40/2017/TT-BTC.

Vietnam's Circular 82/2022/TT-BTC takes effect on February 15, 2023, and replaces Vietnam's Circular 193/2014/TT-BTC.
