Decision No. 2045/QD-TTg of the Prime Minister of the Government of Vietnam on the approval of the Scheme for popularizing and educating legal knowledge for people serving prison sentences; people subject to judicial measures or administrative handling, newly released prisoners, law-violating youth, and homeless individuals (2018 - 2021).

Depending on each group, there are suitable contents for popularizing and educating the law. To be specific:

- During the period inmates serve their prison sentences, organize law education and citizenship education according to separate programs for newly admitted inmates, inmates serving sentences, and inmates about to complete their sentences.- For students in reformatory schools and detainees in compulsory education institutions, popularize and educate the law about:- Human rights, citizen rights, prohibited acts, and consequences of violating the law;- Life skills and self-protection against social evils, social ethical standards, and the determination to strive for improvement.
