Leading cadres and civil servants to strictly implement requirement of placing Party flag on their desks in Vietnam

Leading cadres and civil servants to strictly implement requirement of placing Party flag on their desks in Vietnam is the notable point specified in Instruction 105-HD/BTGTW dated May 29, 2023 to implement the Regulation of the Secretariat on the flag of the Communist Party of Vietnam and the use of the Party flag.

Leading cadres and civil servants in agencies of the political system at all levels should strictly implement the equirement of placing the Party flag together with the national flag on their desks.

Specifically:

- Central agencies: Cadres and civil servants holding positions from Deputy Director General and equivalent or higher positions.

- Provincial and city-level agencies directly under the Central Government: Member of the provincial Party Committee's Executive Committee; leaders of departments, branches, unions, and equivalents in provinces and cities.

- District-level agencies: Member of the district-level Party Committee's Executive Committee; heads of departments, divisions, and equivalent units at district level.

- Commune-level agencies: Cadres and civil servants holding the positions of Secretary of the Party Committee, Deputy Secretary of the Party Committee, Chairman of the People's Council, Chairman of the People's Committee, and President of the Fatherland Front.

- Agencies and units of the people's armed forces: Officers are unit commanders of regiment level and equivalent or higher.

Simultaneously, encourage cadres, party members, civil servants, and public employees who do not hold the above-mentioned leadership positions and citizens who do not work in agencies of the political system to place the Party and Fatherland flags on their desks.

Note: The size of the Party and Fatherland flags placed on the desk in front is according to Figure 18 in the Appendix attached to Instruction 105-HD/BTGTW (depending on actual conditions, it can be designed to be made of wood or other materials).

In addition, Instruction 105-HD/BTGTW also regulates the use of the Party flag in some specific cases.

For example, the use of the Party flag when organizing Party activities is as follows:

- Complying with Clause 1, Article 5, Chapter II of Regulation 99-QD/TW;

- For the Party Congress, the Ceremony of Awarding the Party Badge, and the Ceremony of Admitting New Party Members, the images of Leaders Marx and V.I. Lenin are hung to the right of the national flag (from the outside); center, above the title of the ceremony, ensuring solemnity and balance with the general layout as shown in Figure 12 in the Appendix attached to Instruction 105-HD/BTGTW.
