On June 20, 2023, the National Assembly of Vietnam approved the Law on Protection of Consumer Rights 2023.

Law on Protection of Consumer Rights 2023 of Vietnam, effective as of July 1, 2024

The Law on Protection of Consumer Rights 2023 comes into force as of July 1, 2024.

The Law on Protection of Consumer Rights 2010, amended by Law No. 35/2018/QH14, expires as of the effective date of the Law on Protection of Consumer Rights 2023, except for cases prescribed in Point a Clause 1 and Clause 2 Article 80 of the Law on Protection of Consumer Rights 2023.

Consumers’ rights

- Have their life, health, dignity, honor, prestige, property, information, and other legitimate rights and benefits protected when being involved in transactions or use of goods and/or services provided by business organizations or individuals (hereinafter referred to as “sellers”).

- Be provided with receipts and invoices related to transactions; timely, accurate, and adequate information on products, goods, services, their origins, and transaction contents and information on the sellers.

- Select products, goods, services, and the sellers according to their actual needs and conditions; decide whether to participate in transactions; make agreements on transaction contents with the sellers; provided with products, goods, and services according to the agreed contents.

- Offer suggestions to the sellers on prices and quality of products, goods, services, serving attitude, transaction methods, and contents related to transactions between consumers and the sellers.

- Request compensation from the sellers when the provided goods or products have errors, or the provided products, goods, and services do not match technical standards or regulations, failing to ensure the safety, measurement, quantity, volume, quality, utility, price, and other contents according to the laws or being inconsistent with the registration, notification, disclosure, listing, advertisement, introduction, agreement, or commitment of the sellers.

- Participate in the development of policies and laws on protection of consumer rights.

- File complaints, issue denunciation, file a lawsuit, or request social organizations to file a lawsuit to protect their rights according to the Law on Protection of Consumer Rights 2023 and relevant laws.

- Receive advice, support, and guidance on knowledge and skills in the consumption and use of products, goods, and services.

- Select a healthy and sustainable consumption environment.

- Be protected when using public services according to the Law on Protection of Consumer Rights 2023 and relevant laws.
