On December 28, 2017, the Ministry of Public Security issued Circular 64/2017/TT-BCA amending and supplementing a number of articles of Circular 15/2014/TT-BCA on vehicle registration.

Accordingly:

- Vehicles registered with blue plates, white letters, and numbers; vehicles with 80-sign plates, white background, black letters, and numbers, when decided to be transferred, sold, donated, or gifted, the vehicle owner must retrieve and submit the registration and plates to the vehicle registration authority in advance;- License plates with blue background, white letters, and numbers, serial numbers sequentially using one of the following letters: A, B, C, D, E, F, G, H, K, L, M, are issued to vehicles of Communist Party, State agencies,...;- Amend the phrase “Department of Road and Railway Traffic Police” to “Department of Traffic Police”;- Replace Appendices No. 01, 03, 04 attached to Circular 15/2014/TT-BCA with Appendices No. 01, 03, 04 of Circular 64.

Circular 64/2017/TT-BCA is applicable from February 12, 2018.
