The Minister of Transport (Hanoi, Vietnam) issued Circular 25/2024/TT-BGTVT dated June 28, 2024 amending Circular 50/2015/TT-BGTVT, which includes amendments to regulations on application for determining connection points to national highways in Vietnam.
The application for determining connection points to national highways in Vietnam includes:
(1) Explanation
The economic and social development status of the locality and the area on both sides of the national highway with connection points; planning information for the route, section of the national highway with connection points; the use of the road safety corridor and traffic safety on the route section;
The current status of the route, section of the national highway with the proposed connection point: existing road grade, starting point, ending point, urban area characteristics; terrain features with the connection point (deep valleys, high mountains, rivers, streams; curvature radius, visibility, buildings, architectural structures; immovable obstacles, potential for constructing service roads; adjacent structures to the connection point such as bridges, road tunnels, railway crossings); land allocation potential to ensure the geometric factors of the intersection layout, allocation of left-turn waiting lanes, speed change lanes. A schematic plan of the road within the range from the proposed connection point to both sides, each side not less than the minimum distance specified in Article 21 of Circular 50/2015 according to the planned road grade;
The reasons why the connection points do not meet the requirements specified in Clause 2 of Article 20 of Circular 50/2015; the roadmap for eliminating small-scale branch roads as specified in point c Clause 2 Article 23 of Circular 50/2015;
Plans or decisions approved by competent authorities related to the proposed connection point to the national highway (if any);
Urban development plans approved by competent authorities for cities with national highways passing through (if any);
The opinion of the Regional Road Management Unit on the current status of the route, section of the national highway with the proposed connection point as specified in point b of this Clause; compliance with laws, impact on traffic safety regarding the position and form of the intersection of the connection point to the national highway;
The opinion of the investor in cases of connecting to national highways within the scope of a public-private partnership project regarding the impact on the safety and sustainability of the project structure and vehicle volume through the toll station;
The opinion of the Directorate for Roads of Vietnam for cases that do not fully meet the connection requirements to national highways as specified in Clause 2 Article 20 of Circular 50/2015.
(2) Connection Points Summary:
A summary table of connection points includes some basic contents: the current status and positioning, the form of intersection of the connection point; the current status and positioning, the scale of service roads;
A plan illustrating the contents of the summary table.
Note: If the application seeking opinions on connections to national highways has been sent to the Ministry of Transport (Hanoi, Vietnam) before the effective date of Circular 25/2024/TT-BGTVT, the regulations in Circular 50/2015/TT-BGTVT (as amended and supplemented by Circular 39/2021/TT-BGTVT and Circular 06/2023/TT-BGTVT) will continue to be applied.
Circular 25/2024/TT-BGTVT takes effect in Vietnam from August 15, 2024.
