From October 1, 2018 to October 14, 2018, many new policies will come into effect. Thu Ky Luat respectfully introduces to our customers and members the new policies regarding labor and education as follows:
According to Circular 138/2018/TT-BQP, the monthly allowance for soldiers and individuals engaged in cipher work receiving wages similar to soldiers who have been discharged, demobilized, or ceased working, is adjusted to increase by 6.92%. Specifically:
- From 15 years to less than 16 years: Allowance of 1,764,000 VND/month;- From 16 years to less than 17 years: Allowance of 1,844,000 VND/month;- From 17 years to less than 18 years: Allowance of 1,925,000 VND/month;- From 18 years to less than 19 years: Allowance of 2,005,000 VND/month;- From 19 years to less than 20 years: Allowance of 2,085,000 VND/month.
Circular 138/2018/TT-BQP is effective from October 14, 2018, and the allowance rates for the beneficiaries are implemented from July 1, 2018.
The Ministry of Education and Training issued Circular 21/2018/TT-BGDDT along with the regulations for the organization and operation of foreign language and computer centers, officially applied from October 10, 2018.
Notably, the standards for foreign teachers at the language centers are specified as follows:
- Having a college degree or higher in foreign language pedagogy;- Having a college degree or higher in a foreign language and an appropriate language teaching training certificate;- Having a college degree or higher, a certificate of language proficiency level 5 or higher according to the 6-level foreign language proficiency framework for Vietnam or equivalent, and an appropriate language teaching training certificate.
From October 10, 2018, the evaluation and classification of teachers based on professional standards will be implemented according to the guidelines in Circular 20/2018/TT-BGDDT.
Specifically:
- Teachers meeting the professional standards at a good level: All criteria meet at least a fairly good level, with at least two-thirds of the criteria meeting a good level, including criteria under Standard 2 for professional development and expertise meeting a good level;- Teachers meeting the professional standards at a fairly good level: All criteria meet at least an acceptable level, with at least two-thirds of the criteria meeting a fairly good level, including criteria under Standard 2 for professional development and expertise meeting a fairly good level;- Teachers meeting the professional standards at an acceptable level: All criteria meet at least an acceptable level;- Teachers not meeting the professional standards: Have criteria evaluated as not meeting the standards.
The Ministry of Education and Training issued Circular 19/2018/TT-BGDDT which stipulates the procedures for education quality accreditation and national standard recognition for preschools.
According to Circular 19, the education quality accreditation cycle and the term for national standard recognition for preschools is 5 years. Additionally, after at least 2 years from the date of recognition, preschools may register to be recognized for higher levels of education quality accreditation or national standards.
Circular 19/2018/TT-BGDDT is effective from October 10, 2018.
This is a criterion for evaluating high schools achieving level 3 standards as stipulated in Circular 18/2018/TT-BGDDT issued by the Minister of Education and Training on August 22, 2018, and officially effective from October 10, 2018.
High schools at level 3 must meet the following class criteria:
- The school must have no more than 45 classes;- Each class in middle and high school should have no more than 40 students, elementary school classes should have no more than 35 students (if any);- The number of students in specialized schools follows the regulations in the organizational and operational regulations of specialized schools.
Circular 17/2018/TT-BGDDT stipulates the procedures for education quality accreditation and national standards recognition for primary schools, issued by the Ministry of Education and Training on August 22, 2018, and officially applied from October 10, 2018.
The evaluation standards for primary schools have 4 levels (from Level 1 to Level 4) with increasing requirements, including the following standards:
- Standard 1: Organization and management of the school- Standard 2: School administrators, teachers, staff, and students- Standard 3: Facilities and teaching equipment- Standard 4: Relations between the school, family, and society- Standard 5: Educational activities and educational outcomes.
Each standard corresponds to an area of primary school activity, and within each standard, there are corresponding criteria.
