During the past week (from September 04, 2017 to September 09, 2017), Thu Ky Luat has updated a number of new prominent documents in the field of education, officials and public employees. Notable ones include:
This is a noteworthy content mentioned in Decree 101/2017/ND-CP on training and retraining officials and public employees, replacing Decree 18/2010/ND-CP. From October 21, the organization of training for Vietnamese officials and public employees is applied in the following three forms:
- Full-time;- Semi-full-time;- Remote.
Thus, Decree 101 no longer mentions the part-time and part-study training form.
The training for Vietnamese officials and public employees is implemented in one of the following forms:
- Internship;- Retraining according to the official rank standards, professional title standards for public employees;- Retraining before appointment to leadership and management positions;- Retraining according to job position requirements; mandatory annual professional knowledge and skills retraining (minimum of 01 week/year; 01 week = 05 study days, 01 study day = 08 sessions).
On September 06, 2017, the Ministry of Education and Training issued Circular 21/2017/TT-BGDDT stipulating the application of information technology in online training and retraining activities for teachers, staff, and educational management personnel.
To organize online training, the hosting unit must ensure:
- Having an online learning management system that meets requirements;- Having information technology infrastructure to ensure the implementation of online training activities;- Having full study materials;- Having a team of personnel for organizing online training, including: instructors, technical staff managing the information system, personnel developing digital learning materials, and learning advisors.
Before organizing an online training class, the hosting unit must develop a training organization plan, clearly specifying the form, time of training; the information system for training; and guidance on how learners participate in online training activities.

Prime Minister of the Government of Vietnam signed Decision 1309/QD-TTg approving the Scheme to incorporate human rights content into the educational curriculum in the national education system, attached with the appendix detailing the human rights education curriculum for various education levels as follows:
- For preschool children: Educating basic elements about rights, duties of oneself and others.- For primary school students:- Basic knowledge of principles and values regarding human rights (equality, non-discrimination, etc.);- Human rights of children as stipulated by international law and Vietnamese law.- For lower secondary school students: Basic knowledge of principles and values regarding human rights at a higher level compared to primary school.- For upper secondary school students:- Basic knowledge of principles and values regarding human rights, citizens' rights at a higher level compared to lower secondary school;- Major mechanisms for protecting human rights.
Decision 1309/QD-TTg is effective from September 05, 2017.
Decree 102/2017/ND-CP on registration of security measures officially takes effect from October 15, 2017. It stipulates the mortgage registration documents for land use rights (LUR), assets attached to land as follows:
- Registration request form;- Mortgage contract;- Original Certificate of LUR, ownership of houses and other assets attached to land or one of the types of certificates specified in Clause 2, Article 97 of the Land Law;- Construction permit if mortgaging assets attached to land formed in the future not being houses;- Notarized or authenticated agreement document between the land user and the asset owner attached to the land regarding the creation of assets attached to the land in case of mortgaging assets attached to the land where the land user is not simultaneously the owner of assets attached to the land;- Some documents proving such as:- Power of attorney in case the registration requester is the authorized person;- Documents proving the subject not required to pay fees when implementing security measures registration.
