On May 5, 2023, the Government Office of Vietnam issued Notice 169/TB-VPCP on the conclusions of the Government's Administrative Reform Steering Committee at its Fourth Session on April 19, 2023, which proposed key administrative reform solutions in the coming time.
Below are some notable key reform solutions that have been proposed in Vietnam:
- The members of the Steering Committee, the Presidents of the People's Committees at all levels continue to advise and direct the implementation in a strong and drastic way; synchronize administrative reform in their ministries, branches, and localities according to the Plan of the Steering Committee 2023.
- Ministries, branches, and localities:
+ Expeditiously promulgate, amend, and supplement legislative documents under its authority to implement plans to reduce and simplify business regulations and to cut unnecessary administrative procedures.
+ Ministries and branches to speed up the review and implementation of 19 thematic resolutions on simplifying administrative procedures and papers related to population management, completed in June 2023.
+ Expeditiously propose investment in digital infrastructure, information technology infrastructure to serve the settlement of administrative procedures.
+ Promote the review and promulgation of solutions, creating strong breakthroughs to improve the efficiency of administrative reform, especially administrative procedure reform associated with digital transformation, removing difficulties and obstacles. "bottlenecks" of institutional improvement.
+ Review and complete the professional process of online public services provided on the National Public Service Portal, striving to complete it in September 2023.
- Request ministries, branches, and localities to strive for a number of specific targets as follows:
+ Improve the level of people's satisfaction with the service of the authorities at all levels in the implementation of administrative procedures, striving to reach over 85% by 2023, 95% by 2025;
+ The rate of timely settlement of administrative procedures reaches over 90%;
+ By the end of 2023, 50% of administrative procedures will be performed remotely online by people and businesses.
+ Request big cities such as: Hanoi, Ho Chi Minh City, Hai Phong, Can Tho, and Da Nang; provinces such as: Quang Ninh, Thanh Hoa, Nghe An, Dak Lak, Khanh Hoa, Lam Dong, Dong Thap, Hau Giang, etc. take the lead in digital transformation in administrative procedure reform.
