This is the content of Circular 08/2023/TT-BTTTT dated July 28, 2023 guiding the job positions of leaders, managers and professional titles of specialized public employees, the structure of public employees by professional title in public non-business units in the field of Information and Communication in Vietnam.

Job description for leadership positions in public non-business unit specializing in the information and communication sector in Vietnam

The list, job description, and competency framework for leadership and management positions in public non-business units in the Information and Communication sector in Vietnam are made in accordance with Appendix I and II of Circular 08/2023/TT-BTTTT. For example, some positions such as:

- Chairman of the Management Board:

+ Being the head of the Management Council, directing and administering the Management Board in performing the assigned tasks and powers, taking main responsibility before the superior management agency;

+ Assigning tasks to members of the Management Board;

+ Convening and chairing meetings of the Management Board;

+ On behalf of the Management Board to sign the decisions/resolutions of the Management Board.

+ Performing duties of members of the Council, other duties and powers as prescribed by law and regulations on organization and operation of the Management Council.

- Head of public non-business units:

+ Being the head of the unit, managing the general operation of the unit, taking responsibility before the competent authorities and before the law for the whole operation of the unit;

+ Developing programs, work plans and organize the implementation of the unit's tasks;

+ Assigning work to deputy levels; monitor, inspect, urge and evaluate work performance results;

+ Managing officers, employees, finances, assets, and documents of the unit according to regulations.

+ Actively coordinating with heads of other units to handle issues related to the agency's functions and tasks.

+ Presiding over or participating in conferences and seminars as required.
