It is necessary to have a breakthrough policy to attract qualified human resources to work long-term in grassroots healthcare in Vietnam

On October 25, 2023, the Secretariat issued Directive 25-CT/TW on continuing to consolidate, perfect and improve the quality of grassroots healthcare operations in the new situation in Vietnam.

It is necessary to have a breakthrough policy to attract qualified human resources to work long-term in grassroots healthcare in Vietnam

After 20 years of implementing Directive 06-CT/TW and Conclusion Notice 126-TB/TW, Grassroots health activities have achieved important results in primary health care, participation in medical examination and treatment with health insurance, disease prevention and control, and expanded vaccination. The grassroots medical network covers the entire country, with enhanced facilities, equipment, and human resources.

To improve the quality and operational efficiency of grassroots healthcare with the view that grassroots healthcare is the foundation, firmly develop the grassroots healthcare system, build a widespread healthcare network close to the people,
The Secretariat requests party committees and organizations at all levels to focus on leadership and direction to well implement the following key tasks and solutions:

Improve the quality of grassroots medical human resources with appropriate quantity and structure, ensuring the performance of functions and tasks, and having appropriate salary, allowance, and remuneration policies.

Strive to have at least one full-time doctor by 2030; each village has a professionally trained medical staff.

Pay attention to training and fostering for grassroots medical officers and staff; have specific training policies for difficult areas; Flexibly coordinate forms of training, fostering, and continuously updating medical knowledge.

Have a breakthrough policy to attract qualified human resources to work and stay long-term in grassroots healthcare, especially in difficult areas, borders, and islands.

Implement synchronously and effectively the rotation, rotation, and mobilization of medical personnel to regularly support grassroots healthcare.
