Issuance of the Action Program on Agriculture, Farmers, and Rural Areas to 2030, with a vision to 2045 in Vietnam

Following Resolution 19-NQ/TW, the Government has issued an Action Program with the following objectives:

- Affirming, emphasizing, and supplementing the tasks of the Government, ministries, central authorities, and People's Committees of provinces and centrally-run cities to successfully implement the viewpoints, goals, tasks, and solutions outlined in Resolution 19-NQ/TW. Coordinating, monitoring, and supervising the implementation of the 19-NQ/TW between the Government, ministries, central authorities, and People's Committees.

- Concretizing and implementing the viewpoints, policies, and solutions of the 13th Party Congress Resolution on developing "ecological agriculture, modern countryside, and civilized farmers."

- Building a rapidly developing, sustainable, efficient, and high-productivity agricultural sector that ensures national food security in all situations while actively contributing to global food security efforts, in line with Vietnam's capacity and conditions. Developing large-scale agricultural commodity production, ensuring the ecological environment, proactively adapting to climate change, and closely connecting with domestic and international markets.

- Improving the material and spiritual life, knowledge, and capacity of the people so that farmers and rural residents truly become the center, subject, driving force, and goal of the agricultural and rural development process. Continuously enhancing the self-reliant position of rural residents in the industrialization, modernization, and development of the country.

- Comprehensive development of rural areas with synchronized, modern economic and social infrastructure, a safe and healthy living environment, a rich cultural identity of ethnic groups, ensuring that all people have access to basic and quality healthcare services, maintaining political security, social order, and safety, and ensuring the cleanliness and strength of the grassroots party organization and political system.

- Attracting social resources to invest in the agricultural and rural areas; building an efficient and rational economic structure and production organization.
