Issuance of National technical Regulation on Discharged Produced Water, Drilling Fluids and Discharge of Drilling Cuttings of Offshore Oil and Gas Facilities in Vietnam

On September 23, 2024, the Minister of Natural Resources and Environment of Vietnam promulgated Circular 16/2024/TT-BTNMT on the National technical Regulation on Discharged Produced Water, Drilling Fluids and Discharge of Drilling Cuttings of Offshore Oil and Gas Facilities in Vietnam

Issuance of National technical Regulation on Discharged Produced Water, Drilling Fluids and Discharge of Drilling Cuttings of Offshore Oil and Gas Facilities in Vietnam

Attached with Circular 16/2024/TT-BTNMT are two (02) national technical regulations on the environment:

- QCVN 35:2024/BTNMT - National technical Regulation on Discharged Produced Water of Offshore Oil and Gas Facilities

+ This regulation stipulates the permissible limit value of mineral oil content in the produced water discharged from offshore oil and gas facilities into the marine environment of Vietnam.

+ This regulation applies to organizations, individuals, and state management agencies involved in the discharge of produced water from oil and gas extraction facilities in the marine areas of Vietnam.

- QCVN 36:2024/BTNMT - National technical Regulation on Drilling Fluids and Discharge of Drilling Cuttings from Offshore Oil and Gas exploration and production Activities

+ This regulation specifies permissible limit values for environmental parameters in drilling fluids allowed to be used and permissible limit values for base fluid adhering to drilling cuttings from exploration and extraction facilities when discharged into the marine environment of Vietnam.

+ This regulation applies to organizations, individuals, and state management agencies involved in the use of drilling fluids and discharge of drilling cuttings from exploration and extraction facilities in the marine areas of Vietnam.

More details can be found in Circular 16/2024/TT-BTNMT which comes into force in Vietnam from March 26, 2025.

From the effective date of this Circular, Clause 2 and Clause 3, Article 1 of Circular 42/2010/TT-BTNMT stipulating the national technical regulations on the environment shall be null and void.
