On December 29, 2023, the Minister of Natural Resources and Environment issued Circular 25/2023/TT-BTNMT on National Technical Regulations on procedures for establishing land cover data sets to serve the calculation of greenhouse gas emissions using optical remote sensing data.
Specifically, the National Technical Regulation on the process of establishing land cover data sets to serve the calculation of greenhouse gas emissions using optical remote sensing data (code QCVN 78:2023/BTNMT) compiled by the National Remote Sensing Department, submitted for approval by the Department of Science and Technology, appraised by the Ministry of Science and Technology, and issued by the Minister of Natural Resources and Environment under Circular 25/2023/TT-BTNMT.
QCVN 78:2023/BTNMT applies to management agencies, organizations, and individuals involved in establishing and applying land cover data sets to calculate greenhouse gas emissions using optical remote sensing data.
According to QCVN 78:2023/BTNMT, the following terms are understood as follows:
- Greenhouse gas emissions are emissions of gases in the atmosphere that cause the greenhouse effect.
- Land cover is the physical cover observed when extracted through optical remote sensing data.
- Land cover data set for calculating greenhouse gas emissions using optical remote sensing data (referred to as Land Cover Data Set) is a collection of information and data on land cover objects extracted from optical remote sensing data, as input for calculating greenhouse gas emissions.
- Current status data is thematic data extracted from optical remote sensing data at a certain time.
- Volatility data is thematic data established from current status data of one period or many different periods.
