Issuance of Certificates of Competency for Ship Agency Staff

Circular 13/2017/TT-BGTVT issued by the Minister of Transport regulating the professional certification of ship agency.

Certificate of specialization in shipping agency is a certificate granted to participants after completing the training program for shipping agency employees at a training institution.

The training program is developed and promulgated by the Vietnam Maritime Administration, consisting of 45 lessons evenly distributed across the following three modules:

- Module I: Maritime law knowledge, customs, border defense, quarantine, and related international treaties;- Module II: Shipping agency operations;- Module III: Specialized English.

Issued together with Circular 13 is the Model Certificate of specialization in shipping agency.

Circular 13/2017/TT-BGTVT takes effect from July 1, 2017. Agents at training institutions and the Vietnam Ship Agents and Brokers Association who trained and issued Certificates confirming the professional level of shipping agency operations before July 1, 2017, may continue to provide shipping agency services.
