- Focus on the implementation of hunger eradication, poverty reduction, and job creation in the development investment expenditure estimates (DTPT);- Develop target-specific additional expenditure estimates for investment from the central budget to local government budgets (NSDP) based on the balancing capabilities of NSDP and the implementation status of the supplemental items;- Allocate sufficient counterpart funds for ODA projects in the area, allocate resources to handle basic construction debt, and the mobilized debt due for repayment;- Use at least 10% of the revenue from land levy and land lease to conduct land surveying, registration, and issuance of land use rights certificates;- Allocate at least 60% of lottery revenue (XSKT) in the Northern, Central, and Central Highland provinces and 50% in the Southeastern provinces and Mekong River Delta region for investment in education and healthcare;

At the same time, allocate at least 10% of the XSKT revenue for the National New Rural Development Program.

Circular 91/2016/TT-BTC takes effect from August 10, 2016.
