Instructions to remove problems in the field of judicial records when arranging administrative officers at district and commune levels in Vietnam

In the field of judicial records, the arrangement of district and commune-level administrative units is directly related to updating information about the place of residence of people with judicial records in the judicial record database.

Therefore, if difficulties or problems arise related to judicial record work in localities when there is an arrangement of district and commune-level administrative units, it is recommended to do so in the following direction:

- In cases where a province or centrally run city has a rearrangement of district or commune-level units that changes the name of the administrative unit, the Provincial People's Committee directs the Department of Justice to prepare a list of changes and send it to the National Judicial Records Center to supplement the List of administrative locations on the Judicial Records Management Software.

- Direct the Department of Justice to review the prepared criminal record and update information about changes in place of residence due to the rearrangement of district and commune-level units; note the information changed due to the rearrangement of administrative units in the "Residence note" field on the Judicial Record Management Software; then make a list of judicial records that have updated the names of district and commune-level administrative units with changes; and at the same time, send an updated electronic criminal record with the name of the new administrative unit to the National Center for Judicial Records.

In addition, it also provides guidance on removing difficulties and obstacles when implementing the arrangement of district and commune-level administrative units for the period 2023–2030 in the fields of civil status and registration of security measures.
