Instructions for using information and documents integrated on VNeID application instead of physical document in Vietnam are specified in Official Dispatch 1101/BCA-QLHC dated 11/4/2023 of the Ministry of Public Security.

Instructions for using information and documents integrated on VNeID application instead of physical document in Vietnam 

Specifically, according to Clause 8, Article 13 of Decree 59/2022/ND-CP, "Value of access to level-2 eID accounts granted to any eID holder for use in their electronic activities or transactions shall be the same as value of the act of presenting documents or documents to provide proof of information integrated into eID accounts.".

To facilitate, the Ministry of Public Security guides the use of information and documents integrated into the VNeID application instead of paper cards through 04 steps as follows:

- Step 1: Citizens log in to the VNeID application with a level 2 electronic identity account and turn on the function "Verify application via QR code" in the "Personal" section.

- Step 2: Citizens return to "Home" to generate a QR code for electronic identification.

* Note: QR code is only valid for 01 minute. At the end of 1 minute, citizens must regenerate the QR code.

- Step 3: Officers handling administrative procedures log in to the VNeID application with a level 2 electronic identity account,  then scan the citizen's QR code in Step 1 to determine if the citizen's VNeID application is real or fake.

The results are displayed on the screen immediately after scanning the QR code.

- Step 4: After proving that their VNeID application is an application developed by the Ministry of Public Security of Vietnam, citizens can use the function of displaying their integrated information and documents in the "Wallets and documents" section to present them to the officer handling administrative procedures.

* According to Article 11 of Decree 59/2022/ND-CP, the subjects that are granted electronic identification accounts include:

- Vietnamese citizens who are 14 years of age or older; Vietnamese citizens who are under 14 years of age or wards may share the same eID accounts with their parents or guardians.

- Foreigners aged 14 years or older who enter in Vietnam; foreigners who are under 14 years of age or wards may share the same eID accounts with their parents or guardians.

- Agencies or non-person entities that are founded or successfully register their operation in Vietnam.
