Instructions for recognizing initiatives for emulation and commendation consideration in Vietnam

At point c, section III.5, Official Dispatch 5007/BNV-TĐKT dated September 5, 2023 “An initiative can only be used once as a standard for recommending a reward. An initiative that has been used when considering emulation titles cannot be used when considering the form of reward, and vice versa. Do not use one initiative to consider many forms of reward."

The Central Emulation and Commendation Committee guides the consideration and recognition of initiatives as follows:

According to Decree 13/2012/NĐ-CP promulgating the Initiative Charter and Circular 18/2013/TT-BKHCN guiding the implementation of a number of provisions of the Initiative Charter, if an initiative has been recognized at the grassroots level, then that facility does not recognize this initiative again.

According to Decree 91/2017/NĐ-CP detailing the implementation of a number of articles of the Law on Emulation and Commendation 2003, initiatives must be applied in practice to achieve high efficiency and be considered by the Initiative Council, with the leader recognizing the scope of influence at each level (grassroots level is considered by the Grassroots Initiative Council, recognized by the leader; at the ministerial, branch, and provincial level, reviewed by the Initiative Council at the ministerial, branch, and provincial level and recognized by the leader; at the national level, reviewed by the Initiative Council at the ministerial, branch, and provincial level and recognized by the leader).

Thus, an initiative is only recognized once in one area of influence at each level. On the other hand, initiative is an achievement; only when recognized by competent authorities can it meet the conditions and standards for consideration and reward.
