Instructions for recognition of poor districts and communes in the delta region formed after the arrangement of administrative units in Vietnam

On August 4, 2023, the Ministry of Labor, Invalids and Social Affairs issued Official Dispatch 3016/LDTBXH-VPQGGN on implementing the National Target Program for sustainable poverty reduction in the period 2021-2025 for districts and communes formed after the arrangement, which mentioned the recognition of poor districts and communes with special difficulties in coastal areas and islands formed after the arrangement in Vietnam.

The Ministry of Labor, War Invalids, and Social Affairs requests the People's Committees of provinces and centrally run cities to review and request recognition of poor districts and communes with special difficulties in coastal, coastal, and island areas as follows:

(1) For arrangements that will be made for district and commune-level administrative units that have all been recognized by the Prime Minister as poor districts and communes with special difficulties in coastal, coastal, and island areas in the period of 2021-2025 as specified in Decision 353/QD-TTg, the Provincial People's Committee shall send a document to the Ministry of Labor, War Invalids, and Social Affairs to synthesize and submit to the Prime Minister for issuance of a decision to adjust and supplement the list of poor districts and communes with special difficulties in coastal, coastal, and island areas for the period 2021-2025.

(2) For district and commune-level administrative units that have been recognized by the Prime Minister as poor districts and extremely difficult communes in coastal areas and islands in the period 2021-2025 in Decision 353/QD-TTg arranged with district-level and commune-level administrative units that have not been recognized as poor districts and extremely difficult communes in coastal, coastal and island areas in the period 2021-2025, the Provincial People's Committee shall direct relevant agencies to review and evaluate; if it ensures to meet the criteria prescribed in Article 3 and Article 4 of Decision 36/2021/QD-TTg then prepare a dossier as prescribed in Article 5 of Decision 36/2021/QD-TTg and send it to the Ministry of Labor, War Invalids and Social Affairs for synthesis, appraisal, and submission to the Prime Minister for consideration and decision.

(3) Request the Provincial People's Committee to send documents and records according to items (1) and (2) above to the Ministry of Labor, War Invalids, and Social Affairs within 30 days from the date of the merger decision of the competent authority.
