The content mentioned below is specified in Official Dispatch 3818/BGDDT-GDTH in 2023, on guidelines for organizing the teaching of Foreign Language subjects at primary level 1, issued by the Ministry of Education and Training.

Instructions for organizing compulsory foreign language teaching in grades 3, 4, and 5 in Vietnam

Instructions for organizing compulsory foreign language teaching in grades 3, 4, and 5 in Vietnam are as follows:

Educational institutions organize compulsory teaching of Foreign Language 1 according to regulations of the Ministry of Education and Training, choosing one of the Foreign Language 1 subjects that is eligible for implementation appropriate to the organizational capacity of educational institutions, the needs of students and their parents, and ensuring continuity according to the requirements specified in the foreign language program and guiding documents of the Ministry of Education and Training.

Encourage educational institutions to implement voluntary socialization in foreign language teaching in flexible forms suitable to local practice to increase time and create a diverse environment in teaching to improve the quality of foreign language subjects.

Regarding content, form, and teaching method:

Carry out teaching to ensure the contents and requirements to be met in the Foreign Language 1 program according to the regulations of the Ministry of Education and Training; Organize the teaching of all 4 skills of listening, speaking, reading, and writing, with priority given to developing listening and speaking skills; diversify forms of teaching and learning, including learning in class, outside of class, in school, and out of school; Create an environment for maximum use and expression of foreign languages for students, enhance experiential and exchange activities, and develop a culture of reading books and stories in foreign languages suitable for students' ages, interests, and learning stages.

Teaching duration: Follow the program's regulations with a duration of 140 lessons/school year, equivalent to 04 periods/school week; Encourage educational institutions to organize teaching to increase the time spent learning Foreign Language 1 according to the needs of students and parents according to regulations based on the school's ability to respond and not overloading students.
