On August 9, 2023, the Ministry of Home Affairs issued Official dispatch 4368/BNV-CQDP on providing specific instructions on how to calculate the increased number of commune-level civil servants and part-time workers at the commune level according to the provisions of Article 6 and Article 33 of Decree 33/2023/ND-CP .
Instructions for calculating the increased number of commune-level civil servants and part-time workers at the commune level according to population size standards are as follows:
- For wards: wards in districts must increase by 5,000 people; wards of provincial cities and centrally run cities will each increase by 3,500 people; for every ward in a town that increases by 2,500 people; and for every ward in an island that has an increase of 700 people, there will be an additional 01 commune-level civil servant and 01 person working part-time at the commune level.
- For towns: towns on islands can increase by 800 people; in the remaining towns, for every increase of 4,000 people, there will be an additional 01 commune-level civil servant and 01 person working part-time at the commune level.
- For communes: mountainous and highland communes will increase by 2,500 people; for every commune on an island that increases by 800 people; and for every remaining commune that has an increase of 4,000 people, there will be an additional 01 commune-level civil servant and 01 person working part-time at the commune level.
