Instruction on receiving, checking and confirming the electronic manifest of imported goods in Vietnam

The General Department of Customs has <Dispatch 1790/TCHQ-GSQL dated 17/4/2023 on the implementation of declaration, receipt, inspection and certification of the electronic manifest of imported goods in Vietnam.

Instruction on receiving, checking and confirming the electronic manifest of imported goods in Vietnam

The General Department of Customs of Vietnam requested the border-province Customs Departments to direct the Customs Sub-Departments of the land and inland waterway border gates to receive, inspect, and confirm the electronic manifest of imported goods as follows:

When the declarant submits the List of imported goods information on the System, the system automatically checks the completeness of the declared information, declared data in the attached file and notifies the customs declarant of the processing results:

- In cases where the declared information and attached files are complete and appropriate, the system returns the received results to the declarant (including the declaration number, the manifest receipt number, and all information about the means of transport and goods and the declared declarant).

The declarant will provide the declaration code and the manifest receipt number to the customs officer at the border gate to confirm the goods are entering the customs supervision area.

- In case the declared information and attached files are not adequate and appropriate, the system will automatically refuse to receive them, notify the reason, and request the customs declarant to supplement.

If the customs declarant declares the List of imported goods in writing, customs officers shall receive the list according to the instructions at point b, clause 1 of Official Dispatch 119/TCHQ-GSQL dated January 21, 2021, of the General Department of Customs.

Therefore, when the means of transport carrying imported goods arrive at the border gate area and transport them into Vietnamese territory, the customs declarant or the carrier is responsible for:

Providing the Manifest information (including the declaration number and the Manifest receipt number) and the means of transport carrying the goods on the Manifest to the customs officer at the border gate to check and compare information before confirming goods entering the border gate area.
