Instruction on calculating fees for assessment and issuance of certificates of eligibility for environmental monitoring services in Vietnam

Below is the content of Circular 34/2023/TT-BTC dated May 31, 2023 stipulating the rate of collection, mode of collection, payment, management and use of fees for assessment of eligibility for environmental monitoring service activities.

Instruction on calculating fees for assessment and issuance of certificates of eligibility for environmental monitoring services in Vietnam

The fee for assessment, grant, and adjustment of the contents of certificates of eligibility for environmental monitoring services in Vietnam is determined according to the following formula:

Fee level = appraisal cost x K x US

In there:

- Appraisal cost: 42,000,000 VND (minimum cost for assessment of dossiers, physical inspection at the organization, and meeting of the Appraisal Council for a dossier requesting the issuance and adjustment of the contents of the certificate of eligibility for environmental monitoring services).

- K: Coefficient of geographical location according to the area of the organization applying for and adjusting the content of the certificate, specifically as follows:

+ Red River Delta (including: Bac Ninh, Ha Nam, Hanoi, Hai Duong, Hai Phong, Hung Yen, Nam Dinh, Ninh Binh, Thai Binh, Vinh Phuc): Coefficient 1.0.

+ Northern Midlands and Mountains (including: Ha Giang, Bac Giang, Cao Bang, Lao Cai, Bac Kan, Lang Son, Tuyen Quang, Yen Bai, Dien Bien, Lai Chau, Son La, Hoa Binh, Phu Tho, Quang Ninh, Thai Nguyen): Coefficient 1.1.

+ North Central and Central Coast (including: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan): Coefficient 1.2.

+ Central Highlands (including: Kon Tum, Gia Lai, Dak Lak, Dak Nong, and Lam Dong): Coefficient 1.3.

+ Southern Vietnam (including: Binh Phuoc, Binh Duong, Dong Nai, Tay Ninh, Ba Ria - Vung Tau, Ho Chi Minh City, Long An, Dong Thap, Tien Giang, An Giang, Ben Tre, Vinh Long, Tra Vinh , Hau Giang, Kien Giang, Soc Trang, Bac Lieu, Ca Mau, Can Tho): Coefficient 1.4.

- M: Adjustment coefficient according to the number of environmental parameters requested for issuance and adjustment of the certificate content.

Circular 34/2023/TT-BTC takes effect from July 15, 2023, and replaces Circular 185/2016/TT-BTC dated November 8, 2016.
