April 26, 2024, the Ministry of Education and Training of Vietnam issued Plan 420/KH-BGDDT regarding the Plan for Organizing Inspection of the High School Graduation Exam 2024
The directive demands that the organization of inspection and examination activities be flexible, suitable to the actual situation, ensuring the principle of independence in inspection and examination activities, and that no gaps or omissions occur, and actions must be proactive.
Moreover, the organization of the inspection and examination activities for the Examination must comply with the law on inspection, examination, and Examination Regulations; ensuring accuracy, objectivity, transparency, democracy, promptness, and that the normal operations of agencies, organizations, and individuals subject to inspection and examination are not impeded.
- Clearly define the responsibilities and authority of the Ministry of Education and Training (MOET), the People's Committees of provinces and centrally managed cities (collectively referred to as Provincial People's Committees), Departments of Education and Training (DOET), and universities, academies, higher education institutions, and colleges with preschool teacher training programs at the college level (collectively referred to as training institutions) in the inspection and examination activities for the Examination:
+ The MOET is comprehensively responsible for the Examination, organizing the inspection and examination of all stages of the Examination according to its authority.
+ The Provincial People's Committees are comprehensively responsible for the Examination within their areas, organizing the inspection and examination of all stages of the Examination as directed by the Prime Minister of the Government of Vietnam, the guidance of the MOET, the Government Inspectorate (if any), and following legal regulations, ensuring safety, seriousness, without allowing any errors, negativity, or violations of Examination Regulations.
+ Strengthen decentralization and delegation of authority to DOETs and training institutions in organizing, participating in the inspection, and examination of all stages of the Examination.
- Organize scientific inspection and examination teams that are appropriate and non-overlapping in inspection and examination activities. Mobilize training institutions to perform inspection and examination duties suitably and objectively, and do not assign local training institutions to work directly in their locality (except in special, unavoidable cases).
- Summarize and evaluate the inspection and examination activities of the high school graduation exams from 2021 to 2024, promptly motivate and reward organizations and individuals with outstanding achievements and contributions to the inspection and examination work of the high school graduation exams from 2021 to 2024; propose inspection and examination methods for high school graduation exams following the 2018 general education program from 2025.
