- Social policy is a policy of taking care of people, for people, taking people as the center, as the subject, goal, motivation, and resource for sustainable development of the country; it is a regular and important task of the Party, State, political system, and the entire society; Demonstrates the characteristics and good nature of the socialist regime; economic growth associated with ensuring social policies; creates conditions for the People to enjoy the fruits of innovation, develop the country, improve the quality of life, and contribute to building and protecting the Fatherland.

- Innovate and improve the quality of social policies in a comprehensive, modern, inclusive, and sustainable direction; Developing and implementing social policies must be placed within the overall management of sustainable social development; Resolve harmonious social relations, control social differentiation, and ensure people's welfare in the development process.

- Investing in social policy is investing in development. Focus on mobilizing, allocating, and using resources for the right purposes, in accordance with the capabilities of the economy and the people's income, in which state resources play a key role and social resources are important; Combine domestic and foreign resources. Innovate state management; strengthen decentralization and decentralization; promote the People's subjective role; and improve the effectiveness of cooperation between the State, private individuals, social organizations, communities, and the People in managing sustainable social development.

- Ensure the Party's leadership, State management, supervision of elected bodies, the Vietnam Fatherland Front, socio-political organizations, and the People; encourage the active participation of people and businesses; arouse the desire for development and the will to be self-reliant; promote the tradition of mutual affection and the spirit of great national solidarity.

Innovative solutions to improve the quality of social policies in the new period in Vietnam

The main tasks and solutions to continue to innovate and improve the quality of social policies while meeting the requirements of building and protecting the Fatherland in the new period are proposed as follows:

- Raise awareness about the position and role of social policy.

- Improve capacity and effectiveness of state management of social policy.

- Implement well the preferential policy for people with meritorious services to the revolution.

- Develop the labor market, improve the quality of human resources, and create sustainable jobs for workers.

- Build a social security system that ensures socialist orientation, leaving no one behind.

- Improve social welfare for all people, ensuring all people have access to and enjoy quality basic social services.

- Innovate and improve the quality and efficiency of social service provision.

- Promote cooperation and take advantage of international resources and experience in implementing social policies.

- Strengthen the Party's leadership and promote the role of elected bodies, the Vietnam Fatherland Front, socio-political organizations, and mass associations in implementing social policies.
