On December 31, 2024, the Minister of Public Security of Vietnam issued Circular 99/2024/TT-BCA stipulating the initial registration for medical examination and treatment covered by health insurance and the transfer of patients between medical examination and treatment facilities under the Ministry of Public Security.
Initial registration for medical examination and treatment covered by health insurance at medical facilities under the Ministry of Public Security of Vietnam is as follows:
- The subjects stipulated in Clause 2, Article 2 of Circular 99/2024/TT-BCA and retired officers, non-commissioned officers of the People's Police can register for initial health insurance medical examination at primary, basic, specialized facilities under the management of the Ministry of Public Security, suitable to the provincial area of their work, study, or residence.
- Employees employed under labor contracts within the People's Police, police laborers, students of cultural schools managed by the Ministry of Public Security; students in civil programs; relatives of the Police, relatives of police laborers; individuals working in the Police upon retirement (excluding subjects defined in Clause 1 of this Article) can register for initial health insurance medical examination at primary, basic healthcare facilities under the management of the Ministry of Public Security, suitable to their work, study, or residence location.
- Students, trainees specified in Clauses 2, 3, Article 2 of Circular 99/2024/TT-BCA in the health sector studying and practicing for 90 days or more; employees working at health insurance medical facilities can register for initial health insurance medical examination at the facility where they are working, studying, or practicing.
- The subjects stipulated in Clause 2, Article 2 of Circular 99/2024/TT-BCA who register for initial health insurance medical examination at healthcare facilities under the Ministry of Public Security can receive health insurance examinations at all facilities under the Ministry in the provincial area to which they come for work, study, or leave, but must present a health insurance card or health insurance information integrated into the national identity application VNeID and documents proving authority before concluding the examination, which is deemed appropriate to the technical expertise level.
- Changes to the place of initial health insurance medical examination registration shall be conducted as follows:
Participants in health insurance can change their initial health insurance medical examination registration within the first 15 days of each quarter to fit with their residence, work, or study location; in cases where participants move for work, they can change their registration immediately.
