Increase in Penalties for Motorbike Drivers Not Carrying Vehicle Documents

This is one of the notable points in Decree 100/2019/ND-CP issued by the Government of Vietnam on December 30, 2019.

To be specific:, this Decree stipulates a fine ranging from 100,000 to 200,000 VND (previously from 80,000 to 120,000 VND) for operators of motorcycles and similar vehicles who do not carry a driver's license.

Additionally, this fine also applies to operators of motorcycles, mopeds, similar vehicles, and other similar types of motorcycles for the following acts:

- Not possessing or not carrying a valid civil liability insurance certificate for the motor vehicle;- Not carrying the vehicle registration certificate.

Furthermore, Decree 100 retains the fine ranging from 200,000 to 400,000 VND for operators of automobiles, tractors, and similar vehicles who do not carry a driver's license, vehicle registration certificate, or an inspection certificate.
