The Government of Vietnam has just issued Decree 34/2019/ND-CP amending and supplementing certain regulations on commune-level officials and non-specialized workers at the commune level, in villages, and residential groups.

CBCC at the commune level concurrently holding titles that reduce the number of personnel by 01 from the maximum prescribed quantity shall be entitled to a concurrent allowance including: 50% of the salary level 1 (currently prescribed to enjoy 20% of the salary) plus the leadership position allowance (if any) of the concurrently held title.

For commune-level officials currently receiving a pension, or labor loss allowance, in addition to the pension or labor loss allowance, they shall be entitled to a 100% allowance of salary level 1 (currently enjoying 90% of the salary) of the held title.

After a period of 5 years, if the assigned tasks are completed and no disciplinary action is taken throughout this period, the person shall be entitled to 100% of the salary level 2 of the held title.
