all documents sent to the social insurance agency, including Vietnam Social Security, provincial and municipal social insurance offices, and district social insurance offices, must be registered into the document management and operation system. The incoming document number is unique within the document management system of the social insurance agencies at all levels.
Upon receiving an incoming document, the social insurance agency must check the validity and legality of the document (verify the digital signature in accordance with the provisions of Circular 41/2017/TT-BTTTT), update it into the software, address it promptly within the regulated time frame, and immediately notify the sending agency, unit, or organization via electronic means about the receipt of the document.
Additionally, according to this Official Dispatch, all outgoing documents from social insurance agencies at all levels must also be registered into the E-Office system, except for confidential documents.
