This is the content of Official Telegram 132/CD-TTg dated December 12, 2024, regarding improvement of the effectiveness of ensuring traffic order and safety in Vietnam.
To enhance the efficiency of ensuring traffic order and safety, the Prime Minister of the Government of Vietnam requests the Minister, Heads of ministries, and agencies under the Government of Vietnam, as well as Chairmen of the provincial People's Committees and central-affiliated cities to, within their functions, duties, and powers:
- Focus on completing and constructing specific roadmaps, and prepare conditions for effective implementation of the Law on Road Traffic Order and Safety, Law on Road, and guiding documents to be implemented uniformly and synchronously from January 1, 2025;
- Continue to specify and effectively implement solutions to ensure traffic order and safety according to Directive 23-CT/TW dated May 25, 2023, of the Central Committee of the Communist Party on strengthening the Party's leadership in the work of ensuring traffic order and safety in the new situation; at the same time, continue to strictly implement the directives of the Government of Vietnam and the Prime Minister of the Government of Vietnam on ensuring traffic order and safety:
(i) Directly lead, inspect, and urge the implementation of the Party's policies and State laws on ensuring traffic order and safety; enhance inspection, supervision, and promptly and strictly handle any party organizations, members, or officials violating the Party's guidelines, State laws on traffic, or failing to fully perform their responsibilities, duties, and powers assigned;
(ii) Organize a comprehensive review of the implementation and results of the tasks assigned according to the directives of the Party, Government of Vietnam, Prime Minister of the Government of Vietnam, and the program and plan of the National Traffic Safety Committee; evaluate the achievements, existing issues, limitations, and causes.
Based on achieved results, propose specific solutions to address the limitations and existing issues in the implementation process, especially focusing on enhancing the responsibility of agencies, organizations, and individuals in the performance of assigned tasks to achieve effective results in the upcoming period;
- Continue to promote the dissemination and legal education about traffic order and safety, focusing on students and parents, and advocating to each family not to let students drive when they are not qualified; enhance awareness and integrity of law enforcement forces in traffic order and safety; diversify forms and content of legal propaganda about traffic order and safety, and build a traffic culture in the community;
- Direct the strengthening of digital transformation and the application of science and technology in traffic management and operation; connect and share traffic-related data among relevant state management agencies (Police, transportation, taxation, customs...);
- Proactively develop plans and measures to prevent traffic accidents and maintain traffic order and safety to serve the people during the New Year, Lunar New Year of the Year of the Snake, and Spring Festival 2025.
