Implementation of the Law on National Defense and Security Industry and Industrial Mobilization 2024 of Vietnam

The plan to implement the Law on National Defense and Security Industry and Industrial Mobilization 2024 (Law on ND, Security, and IM) includes the following main contents:

(1) Organize propaganda, dissemination, legal education, and specialized training on the Law on ND, Security, and IM

- Organize extensive propaganda and dissemination of the Law and governing documents with content and formats suitable for specific audiences to raise awareness and understanding among officials and the public, especially those directly involved in ND, Security, and IM industries.

- Compile materials to serve the propaganda and dissemination of the Law and governing documents; training materials to improve the professional skills of propagating the Law on ND, Security, and IM.

(2) Review legal documents

Review legal documents related to ND, Security, and IM within the authority and state management assigned; promptly revise, supplement, replace, abolish, or newly issue legal documents according to authority or propose to higher authorities to ensure conformity with the Law and governing detailed guiding documents.

(3) Develop legal documents detailing the Law

- Develop 05 Decrees by the Government of Vietnam.

+ Lead agency: Ministry of National Defense.

+ Coordinating agencies: Ministry of Public Security, Ministry of Justice, related ministries, equal-level agencies, and involved agencies.

+ Submission time to the Government of Vietnam: Before April 15, 2025.

- Develop 03 Decisions by the Prime Minister of the Government of Vietnam

+ Lead agency: Ministry of National Defense (02 Decisions), Ministry of Public Security (01 Decision).

+ Coordinating agencies: Ministry of Justice, related ministries, equal-level agencies, and involved agencies.

+ Submission time to the Prime Minister of the Government of Vietnam: Before April 15, 2025.

- Develop 04 Circulars

+ Issuing agency: Ministry of National Defense (03 Circulars), Ministry of Public Security (01 Circular).

+ Submission time: Before April 15, 2025.

(4) Develop documents for implementing the Law: Develop 10 Decisions by the Prime Minister of the Government of Vietnam

- Lead agency: Ministry of National Defense (08 Decisions), Ministry of Public Security (02 Decisions).

- Coordinating agencies: Involved agencies, units, and related ministries.

- Submission time: According to the document development program of the Ministry of National Defense and the Ministry of Public Security.

(5) Organize inspections of the implementation of the Law and governing documents detailing the implementation of the Law

- Lead agencies: Ministry of National Defense, Ministry of Public Security.

- Coordinating agencies: Ministry of Justice, related ministries, equal-level agencies, and involved agencies.

- Implementation time: 2025 and subsequent years.
