Implementation of Television Programs According to New Economic-Technical Norms

On April 20, 2018, the Minister of Information and Communications issued Circular 03/2018/TT-BTTTT along with the economic - technical norms for television program production.

Economic and technical norms are applied to direct expenses such as:

- Material costs: The consumption rates in the norms are determined by the quantity of each specific material;- Labor costs: The consumption rates in the norms are calculated in man-days, with each man-day equivalent to 8 working hours;- Machinery and equipment costs: The consumption rates in the norms are calculated in hours of machine and equipment usage;- Other costs such as energy, studio decoration materials, and other direct costs... are calculated and allocated when establishing unit prices or cost estimates.

Specifically, the economic and technical norms for television program production do not apply to transmission, broadcasting, or uploading programs to the Internet.
