During the past week (from June 11, 2018 to June 16, 2018), Thu Ky Luat has updated numerous new documents, prominently in the fields of labor, healthcare, and finance as follows:
On May 31, 2018, the Ministry of Home Affairs issued Circular 06/2018/TT-BNV guiding the implementation of statutory pay rate for officials, public employees, and workers in agencies, organizations, and public service providers of the Communist Party, the State, political-social organizations, and associations.
From July 1, 2018, salaries, allowances (including the difference coefficient held in reserve, if any), and activity fees of applicable subjects are calculated according to the statutory pay rate of VND 1.39 million/month. To be specific:
- Salary = VND 1.39 million/month x Current salary coefficient;- Allowance = VND 1.39 million/month x Current allowance coefficient;- For allowances calculated according to the percentage of current salary combined with leadership position allowance and seniority beyond limit allowance (if any):
Allowance = (Salary from July 1, 2018 + Leadership position allowance from July 1, 2018 + Seniority beyond limit allowance from July 1, 2018) x Allowance percentage rate.
Details can be found in Circular 06/2018/TT-BNV, effective from July 15, 2018, replacing Circular 02/2017/TT-BNV.
From July 15, 2018, the fees for BHYT medical consultation (including direct costs and wages) among hospitals of the same class nationwide will be reduced per the provisions of Circular 15/2018/TT-BYT. To be specific:
- Special class hospitals: from VND 39,000 reduced to VND 33,100;- Class I hospitals: from VND 39,000 reduced to VND 33,100;- Class II hospitals: from VND 35,000 reduced to VND 29,600;- Class III hospitals: from VND 31,000 reduced to VND 26,200;- Class IV hospitals: from VND 29,000 reduced to VND 23,100;- Separate consultation to determine difficult cases will maintain service fees at VND 200,000/specialist/case.
Additionally, Circular 54 supplements the BHYT medical consultation fees at Commune Health Stations to VND 23,100.

On June 8, 2018, the Ministry of Finance issued Circular 54/2018/TT-BTC guiding the development of the state budget estimate (NSNN) for 2019 and the financial-state budget plan for 03 years (2019 - 2021) along with supporting forms.
To be specific:
- For the 2019 budget estimate:- Use forms from Circular 342/2016/TT-BTC, particularly forms numbered 12.1 to 12.5 for career fields;- Forms numbered 01, 02, 03 issued with Circular 54.- For the budget estimate from the rearrangement and handling of state-owned land: Forms 04, 05 issued with Circular 54;- For the 03-year financial-state budget plan (2019 - 2021): Use forms numbered 01 to 06 and forms numbered 13 to 19 issued with Circular 69/2017/TT-BTC.
During the development of the 2019 state budget estimate and the 03-year financial-state budget plan (2019-2021), if there are newly issued policies, the Ministry of Finance will provide additional guidance.
Circular 54/2018/TT-BTC takes effect from July 23, 2018.
Decision 1064/QD-BVHTTDL issued by the Ministry of Culture, Sports, and Tourism on March 28, 2018, publishes a list of 09 matches and 10 international football competitions approved and certified by FIFA for international football betting in 2018 (1st edition).
Examples of matches and competitions include:
- Matches between the football teams of two national football federations from two different countries;- Matches between the national football team and a youth football team from two different national football federations;- 2018 FIFA World Cup Russia;- FIFA Club World Cup UAE 2018;- FIFA U-20 Women's World Cup France 2018.
