Below are some new, notable documents that have been updated by Thu Ky Luat in the past week (from March 05, 2018 - March 10, 2018):
Circular 04/2018/TT-BGDDT amending and supplementing the National High School Exam Regulation and recognition of high school graduation at Circular 04/2017/TT-BGDDT with some notable new points as follows:
- Registration files for free candidates do not require a copy of the Birth Certificate and a Confirmation Letter from the People's Committee of the residence (for candidates who have not graduated from high school and were not eligible to take the exam in previous years due to poor conduct in grade 12);- The total score of the whole exam with decimal points will be rounded to two decimal places;- Removal of priority points (category 2, category 3) for particularly disadvantaged village candidates, beneficiaries of policies such as war invalids;- Removal of the regulation of depriving the right to enroll and the right to participate in the exam for the following 02 years for violating candidates, instead nullifying the exam results and submitting the file to competent authorities for consideration and handling according to the law.

This is a notable new point in Decree 27/2018/ND-CP amending Decree 72/2013/ND-CP on the management, provision, and use of internet services and online information, which officially takes effect from April 15, 2018.
The technical equipment system for social networks must be set up to meet the following requirements:
- Store information about accounts, login and logout times, IP addresses of users, and log histories of information processing for at least 02 years;- Have the ability to detect, alert, and prevent illegal access and various forms of attacks in cyberspace;- Have at least 01 server system located in Vietnam;- Store personal information of users such as: Full name; date of birth; ID card/ Citizen Identity Card/ passport number, date of issue, place of issue; phone number and email address;- Send verification messages via phone number or email to users when registering for services or changing personal information;- Have a filter to alert members when posting content that violates regulations.
Inter-Ministerial Circular 03/2018/TTLT-BCA-VKSNDTC-TANDTC-BQP guides the procedures for audio or video recording with sound; utilizing, preserving, and storing results of these recordings during investigation, prosecution, and trial.
At the trial stage, the audio or video recording with sound of the interrogation of the defendant or the testimony of the legal representative of the criminal legal entity will be made public by the Trial Council in the following 03 cases:
- To examine evidence, documents, and objects related to the case that the Trial Council deems necessary to inspect publicly at trial;- The defendant complains of coerced confession or torture during the interrogation or the legal representative of the criminal legal entity or the defendant, the legal representative of the criminal legal entity changes testimony;- The Prosecutor, Investigator, and other procedural participants have requests.
Inter-Ministerial Circular 03/2018/TTLT-BCA-VKSNDTC-TANDTC-BQP takes effect from March 18, 2018.
On March 7, 2018, the Prime Minister of the Government of Vietnam signed Decision 275/QD-TTg accompanied by a list of poor districts and districts escaping poverty for the period 2018-2020 from 29 provinces. Specifically:
- Group 1: Includes 56 poor districts from 19 provinces being supported under the policy at Resolution 30a/2008/NQ-CP dated December 27, 2008;- Group 2: Includes 29 districts from 18 provinces added to the list of poor districts for the period 2018 - 2020;- Group 3: Includes 08 districts from 06 provinces recognized as escaping poverty in the period 2018 - 2020.
