There are some notable documents in the fields of construction, healthcare, and culture in Vietnam that were updated in the past week (from March 20, 2017, to March 25, 2017) as follows:
The Ministry of Construction issued Circular 03/2017/TT-BXD (effective from May 1, 2017) providing guidance on determining the costs for maintenance of construction works. The types of maintenance costs for construction works include:
- Costs for preparing and verifying the maintenance process of construction works;
- Costs for performing annual periodic maintenance tasks (planning, periodic inspection; maintenance of the structure; preparation and management of maintenance records);
- Costs for regular and unexpected repairs of the construction works;
- Costs for quality inspection of the construction works to serve maintenance;
- Costs for monitoring the construction works to serve maintenance;
- Costs for assessing load-bearing safety and operational safety of the construction works;
- Other related costs.
Additionally, the Circular includes an Appendix on the percentage cost norm table for annual periodic maintenance tasks for four types of construction works.
On March 15, 2017, the Ministry of Health signed Decision 898/QD-BYT providing guidelines on the technical process for supporting wound treatment using the PlasmaMed machine.
The PlasmaMed machine is used to support dressing changes for patients with wounds that are:
- Slow healing; infected; necrotic;
- Pressure ulcers (areas of the plantar surface, heel, sacrum, shoulder blade, and occipital regions);
- New wounds at risk of infection, slow healing such as: multiple bruises, scattered skin loss, dirty wounds, swollen wounds, wounds/patients with diabetes, body weakening...;
- Burns.
Contraindications for using the PlasmaMed machine for wound treatment include:
- Patients using pacemakers or defibrillators;
- Contraindications for regular dressings (showing signs of respiratory failure or cardiovascular collapse, shock...);
- Eye wounds.
Decision 898/QD-BYT takes effect from the date of signing.
On March 14, 2017, the Ministry of Health signed Decision 868/QD-BYT and Decision 869/QD-BYT approving:
- The document "Basic Leadership and Management Competency Standards for Directors of Institutes in the field of Preventive Health, Directors of Centers for Disease Control", structured into four areas, 15 standards, and 47 criteria;
- The document "Basic Competency Standards for Health Inspectors", structured into three areas, including 10 standards and 30 criteria.

This is a content added in Decree 28/2017/ND-CP amending and supplementing Decree 158/2013/ND-CP and Decree 131/2013/ND-CP on penalties for administrative violations in the fields of culture, sports, tourism, advertising; copyright, and related rights.
It supplements a number of violations with corresponding penalties as follows:
- Editing, splicing images to distort history, deny revolutionary achievements; insult national heroes, leaders, cultural figures; defame, harm the reputation of agencies, organizations, and the honor and dignity of individuals: Fines from 5 to 10 million VND;
- Festival, relic areas without toilets or with substandard toilets: Fines from 1 to 3 million VND;
- Distributing advertising flyers affecting aesthetics, public order and traffic safety: Fines from 200 to 500 thousand VND.
Additionally, the Decree increases fines for acts of replicating banned recording songs.
Decree 28/2017/ND-CP takes effect from May 5, 2017.
