Hanoi-Vietnam: Guidelines for organizing thematic emulation within ministries, departments, central authorities and the People's Committees of provinces

The Vietnam Ministry of Home Affairs has just issued Circular 12/2019/TT-BNV guiding Decree 91/2017/ND-CP detailing the Law on Emulation and Commendation.

When organizing a thematic emulation movement within thematic emulation, that lasts for 03 years or more, the specialized agency responsible for emulation and commendation work sends a Plan to organize and launch the emulation movement to the Central Emulation and Commendation Committee for monitoring and aggregating.

When conducting interim reviews and summarizing emulation movements that last for 03 years, 5 years, or more, the thematic emulation shall be rewarded according to the following authorities and instructions:

- For emulation movements lasting 03 years or more, select outstanding collectives and individuals with exemplary achievements to propose awarding a Diploma of Merit from the Prime Minister of the Government of Vietnam;

- For emulation movements lasting 05 years or more, select collectives and individuals with particularly outstanding achievements to propose that the Prime Minister of Vietnam review and submit to the President for awarding Third Class Labor Orders.
