Hanoi-Vietnam: Criteria for consideration for rank promotion applicable to librarians from August 1, 2024

On June 17, 2024, the Vietnam Minister of Culture, Sports and Tourism issued Circular 02/2024/TT-BVHTTDL stipulating standards and conditions for the rank promotion of professional titles of public employees specialized in the library, cultural heritage, grassroots culture, cultural promoters, fine arts, performing arts, and cinema.

Criteria for consideration for rank promotion applicable to librarians in Vietnam from August 1, 2024

Specifically, the criteria for consideration for rank promotion applicable to librarians are as follows:

(1) Staff eligible for rank promotion to Grade II librarian, code V.10.02.05, must meet the following general and specific standards and conditions:

  • Currently holding the Grade III librarian, code V.10.02.06.

  • Meeting the training and nurturing standards and requirements for staff applying for rank promotion to Grade II librarian, code V.10.02.05, as specified in clauses 2 and 4, Article 5, Circular 02/2022/TT-BVHTTDL.

(2) Staff eligible for rank promotion to Grade I librarian, code V.10.02.30, must meet the following general and specific standards and conditions:

  • Currently holding the Grade II librarian, code V.10.02.05.

  • Meeting the training and nurturing standards and requirements for staff applying for rank promotion to Grade I librarian, code V.10.02.30, as specified in clauses 2 and 4, Article 4, Circular 02/2022/TT-BVHTTDL.

The general standards and conditions to register for the promotion of professional titles in the fields of library, cultural heritage, grassroots culture, cultural promoters, fine arts, performing arts, and cinema are:

  • The public service provider has the need and has a shortage of staff corresponding to the professional title applying for rank promotion, in line with the requirements of the job positions approved by the competent authority.

  • Staff meeting the standards and conditions specified in points a and b, clause 1, Article 32, Decree 115/2020/ND-CP (amended as specified in clause 16, Article 1, Decree 85/2023/ND-CP) and the job position requirements corresponding to the professional title under consideration for rank promotion as specified in Circular 10/2023/TT-BVHTTDL.
