Hanoi-Vietnam: Collective expertise is required for relics and antiquities

The Vietnam Ministry of Culture, Sports and Tourism has just issued Circular No. 03/2019/TT-BVHTTDL stipulating the procedures for judicial expertise regarding relics and antiques.

The preparation for expertise is carried out as follows:

  • Judicial expertise-conducting persons and judicial expertise organizations shall study applications for expertise and specific provisions of the law on cultural heritage to carry out judicial expertise. In case it is necessary to clarify more about the content of the request for expertise and the object subject to judicial expertise, the requesters provide more information and documents;
  • In case of necessity, the judicial expertise-conducting persons shall organize the collection of test results or other professional conclusions before the expertise;
  • Collective expertise is required. The number of judicial expertise-conducting persons is 03 people or more;
  • Based on the application for expertise, the judicial expertise organizations shall select judicial experts and judicial expertise-conducting persons according to the appropriate case, and assign the person responsible for coordinating the judicial expertise.
