During the past week (from October 24 to 29), Lawnet has updated many notable legislative documents on taxation, accounting-auditing, and officials in Vietnam... To be specific:
1. Approval of 269,770 staffed officials for 2017
According to Decision 1998/QD-TTg (dated October 18, 2016) on approval of the staffed officials whose salary is funded from the State Budget of state administrative agencies and the staff of associations with specific activities nationwide in 2017 as follows:
Approved 269,084 staffed officials (a decrease of 3,868 compared to 2016) not including the staffed officials of the Ministry of Public Security, the Ministry of National Defense; staffed officials in public service providers, and commune-level officials). To be specific:
- 268,084 staffed officials in state administrative agencies and organizations, including:
+ 109,146 staffed officials from administrative agencies under Ministries, ministerial-level agencies, agencies under the Government of Vietnam, organizations established by the Government of Vietnam, and the Prime Minister of the Government of Vietnam, which are not public service providers;
+ 157,853 staffed officials from administrative agencies and organizations under the Provincial and District People's Councils and People's Committees;
+ 1,085 staffed officials from Vietnam's representative offices abroad;
- 1,000 reserve staffed officials.
Additionally, 686 staffed officials are for Associations with specific activities nationwide.
2. Preliminary recruitment Schedule for officials of the Supreme People's Procuracy of Vietnam in 2016
The Supreme People's Procuracy has issued Announcement 385/TB-VKSTC regarding the preliminary recruitment of candidates taking the exam for official recruitment of the Supreme People's Procuracy of Vietnam in 2016. The preliminary recruitment schedule is as follows:
- Northern region:
+ Preliminary time: starting from 08:00 AM, November 1, 2016;
+ Preliminary venue: Hall on the 4th floor, building A, headquarters of the Supreme People's Procuracy (address No. 44 Ly Thuong Kiet, Hoan Kiem, Hanoi).
- Southern region:
+ Preliminary time: starting from 08:00 AM, November 7, 2016;
+ Preliminary venue: Headquarters of the Permanent Representative Office of the Investigation Agency in Southern provinces in Ho Chi Minh City (address 199 Hoang Van Thu, Phu Nhuan district, Ho Chi Minh City).-
- Central - Central Highlands region:
+ Preliminary time: starting from 08:00 AM, November 9, 2016 (Wednesday);
+ Preliminary venue: Headquarters of the Permanent Representative Office of the Investigation Agency in the Central-Central Highlands provinces in Da Nang City (address 23 Tran Binh Trong, Hai Chau district, Da Nang City).

3. Circular 147 on amendments to Circular 45/2013 on depreciation of fixed assets
The Ministry of Finance issued Circular 147/2016/TT-BTC amending Circular 45/2013/TT-BTC providing guidelines on policies for the management, use, and depreciation of fixed assets.
The Circular has some new points as follows:
- Fixed assets cannot be recorded and depreciated if the area for sale or lease of mixed-use assets is not separated;
- Tangible fixed assets are divided into 07 types (Circular 45 divided into 06 types);
- Type 6 fixed assets, when sold or liquidated, must have written consent from the state owner's representative agency and be recorded as a decrease in the enterprise's business capital.
Circular 147/2016/TT-BTC takes effect from November 28, 2016, and is applicable from the 2016 fiscal year.
4. Standardization of 300 administrative procedures in tax management, 11 administrative procedures in taxation
Publicized along with Decision 1500/QD-BTC are 300 standardized administrative procedures in Tax Management under the management of the Ministry of Finance; included with Decision 2280/QD-BTC are 11 standardized administrative procedures in taxation under state management.
