- Counter-terrorism is an official training subject and module provided by schools and professional training centers for trainees, students, and officials working in counter-terrorism under the People's Public Security and the People's Army.- The training and education programs include:- Provisions of Vietnamese law, international law, and the laws of other countries on counter-terrorism;- Measures and methods of organizing and implementing counter-terrorism actions;- Knowledge, skills, and professional operations related to counter-terrorism;- Knowledge about the system of agencies involved in and participating in counter-terrorism efforts in Vietnam and other countries around the world;- Legal provisions on the rights and obligations of individuals, agencies, and organizations involved in and participating in counter-terrorism.

The Joint Circular 02/2016/TTLT-BCA-BQP-BGTVT is effective from August 3, 2016.
