Guidelines on traffic criteria of new rural communes in Vietnam

The Ministry of Transport of Vietnam issued Decision 932/QD-BGTVT dated 18/7/2022 on "Instructions on implementation of traffic criteria under set of national criteria for new rural commune/newly enhanced rural commune and new rural district/newly enhanced rural district for the period of 2021-2025".

In particular, guidance on a number of indicators under traffic criteria in the National Criteria for New Rural Communes in Vietnam is as follows:

Indicators 2.1 and 2.2 are assessed as "Pass" when the following requirements are met:

-100% of communal roads are asphalted or concreted, ensuring convenient transportation by car all year round;

-The ratio of village and hamlet roads and inter-village and hamlet roads is at least solidified to ensure convenient travel by car all year round, meeting the provisions of Decision 318/QD-TTg dated March 8, 2022;

- The technical scale of the road is consistent with the guidance in Chapter II of the Guidelines attached to Decision 932/QD-BGTVT.

At the same time, Decision 932/QD-BGTVT also guides a number of traffic criteria in the National Criteria for New Rural Communes in Vietnam, specifically:

The newly improved rural commune's traffic criteria are assessed as "passed" when they meet the following requirements:

- Achieve the traffic targets of the new rural commune;

- 100% of village roads and inter-village roads are hardened and maintained annually;

- The ratio of alleys and hamlets is hardened, ensuring bright-green-clean-beautiful, meeting the provisions of Decision 318/QD-TTg;

- Other criteria specified by the Provincial People's Committee of Vietnam must meet the minimum level as prescribed in Decision 318/QD-TTg.

Vietnam's Decision 932/QD-BGTVT takes effect from July 18, 2022.
