- The funds for salary reform up to the end of 2017 that have not been fully utilized and are carried forward to 2018 (if any);- At least the portion of the retained earnings according to policies in 2018 (the remaining part after having used it to implement the new statutory pay rate adjustment of VND 1.3 million/month);- The savings generated from implementing solutions for innovation and rearranging the organizational structure of the political system as prescribed;- In case the aforementioned funding sources are less than the requirement for adjusting the statutory pay rate, the unit must arrange and reorganize within the scope of the state budget expenditure estimate assigned in 2018 to ensure sufficient implementation resources.
