The Ministry of Justice issues Circular 07/2017/TT-BTP providing guidelines on scoring legal access criteria to evaluate and recognize communes, wards, and commune-level towns meeting the legal access standards as follows:

Total score of legal accessibility criteria: 100 points;

- For criteria determined by percentage:

Score of the criterion = (Achieved percentage x Maximum score) / 100- For criteria not determined by percentage, score according to the corresponding score level in each group of criteria and specific indicators. (See guidance in Appendix I attached to the Circular).

The score of each criterion is rounded to two decimal places.

After summing up the scores of the criteria (including criteria determined and not determined by percentage), if the total decimal score is less than 0.5 points, it is rounded down; if the total decimal score is 0.5 points or more, it is rounded up.

Additionally, Circular 07 also includes 09 evaluation forms for recognizing compliance with legal accessibility standards.

Circular 07/2017/TT-BTP is effective from September 15, 2017.
